The heavy rain that occurred intermittently in July 2011 and said to occur once in every 80 years caused a large-scale flood that spread over 65 prefectures nationwide. This large-scale flood heavily affected 3.2 million people with 446 deaths, especially, in the Chao Phraya river basin, and Japan provided emergency assistance under the gProject on a Comprehensive Flood Management Plan for the Chao Phraya River Basin.h In this emergency support project, it was confirmed that flooding intermittently took place in the eastern outer ring road (National Highway No. 9: Toll road: 4 lanes, two directions south and north), the backbone of logistics and human exchange connecting the capital, Bangkok, to Ayutthaya Province. The industrial area in Ayutthaya Province was heavily damaged and the road was closed for about one month which brought enormous damage to the Thai economy. Under this background, the Kingdom of Thailand requested assistance from the Government of Japan for the rehabilitation of Road No. 9, about 30km in length, for the purpose of securing traffic even if the same scale of flood reoccurs in the future. In response, the Japanese government decided that the project will be implemented under Japan's Grant Aid for disaster prevention and disaster recovery, but, as the result of discussions between the two countries, the objective section of rehabilitation was limited to only the flooded northbound route with a total length of about 11.9 km. CTII carried out the detailed design, the bidding works, and the construction supervision services at the implementation stage, as one of the schemes for "The Project on a Comprehensive Flood Management Plan for the Chao Phraya River Basin".
